Summary:Reviews the death penalty provisions of P.L. 109-177, the USA PATRIOT Improvement and Reauthorization Act, and various capital punishment proposals introduced in the 109th Congress to alter the procedural attributes of Federal capital cases, create new Federal capital offenses, add or abolish the death penalty as a sentencing option for the violation of existing Federal crimes, and impose a moratorium upon executions.
