Summary:This study uses the international political economy approach developed by Professor Susan Strange in States and Markets to examine recent political and economic changes in the EC wheat policy to determine the opportunities and constraints in the ongoing agricultural trade talks at the Gatt. It shows how the CAP wheat price and trading systems focused on achieving social objectives throughout the 1970s and why and how it changed during the 1980s.
