Rieber (University of Pennsylvania) and Rubinstein (University of Pennsylvania and Foreign Policy Research Institute) have edited a comprehensive collection of studies on the problems and prospects of reform in the USSR. A brief introduction by the authors and a brilliant essay by Rieber on the Russian reforming tradition are followed by sections on ideology, the politics of reform, the economy, nationalities, and foreign policy. The editors avoid the uneven quality of most edited works. This reflects both the expertise of the authors, all veteran Sovietologists, and close coordination of the ^D["working group^D]" that produced the volume. The material is up-to-date despite the absence of treatment of events of the past year. A profound examination of underlying problems contributes to the understanding of recent disarray in the USSR. One of the more valuable contributions to the literature of the Gorbachev era; must reading for Sovietologists. Upper-division undergraduates and above.
