|a Physicist Frederick William Oliver was born on October 15, 1940 in Baltimore City, Maryland. He received his B.S. degree in physics from Morgan State University under the tutelage of Dr. Julius H. Taylor in 1962. In 1965, Oliver earned his M.S. degree and in 1972, he earned his Ph.D. degree, both from Howard University in condensed matter physics. In 1969, Oliver joined the faculty at Morgan State University as an associate professor. His research investigated nuclear gamma resonance spectroscopy, also known as the Mossbauer Effect. Oliver held appointments with the Naval Research Laboratory, the Argonne National Laboratory, Lawrence Livermore Laboratories, and NASA, along with several other research organizations. From 1979 to 1995, he served as chair of the physics department at Morgan State University and then again from 1999 until 2006. In 2007, Oliver was appointed part-time administrative judge with the Nuclear Regulatory Commission's Atomic Safety and Licensing Board Panel.
