The healthcare debate is a constant in American policy and politics. Most countries around the world have implemented some form of free or universal healthcare; when looking abroad for systems that have proven successful, India provides a valuable case study. In Every Second Counts, Haseltline (emer., Harvard Medical School) examines India's Emergency Management and Research Institute (EMRI). EMRI is the world's largest emergency services provider. As the book states, it services over 700 million people across India, and as of August 2017, it has been reported to have saved 2.3 million lives while responding to 56.1 million emergencies. The text traces EMRI from its conception to reality to its current state. Haseltine also discusses how EMRI has been integrated with other emergency services, describes research being conducted by the institute, and concludes with lessons from EMRI that can be applied globally. As a text examining the world's largest emergency services provider in one of the world's largest nations, this book succeeds admirably. Summing Up: Recommended.
