Summary:James Cornick, president of Dismal S.C. Company, reports on a bridge being built by the Petersburg Railroad Company over the Roanoke River which would interfere with river traffic. He points out that in an agreement between Virginia and N. Carolina dated 12th December, 1786, it was stated that it "shall ever be considered as a common highway"--Page [3].
