A collection of 12 articles by noted American, Canadian, and European contributors on the general topic of arms control, with a conclusion by the editors. The articles concentrate on the various arms control positions and histories of some of the countries in NATO as well as on specific issues such as biological and chemical weapons and multilateral regional negotiations. The editors suggest that arms control has been one of the major factors in shaping the NATO alliance and will continue to be a major factor in shaping the new world. The authors, all noted in the field of arms control, either academically or from government experience, present their various views in chapters averaging 20 to 30 pages in length, making each a reasonable single-sitting reading exercise. The book is useful as a supplementary text for opinion, secondarily for historical fact, but it is sober and unstimulating a work for professional political scientists.-D.S.
