Summary:EMU is supposed to begin in January 1999. If indeed it goes ahead on schedule, what will this new regime look like and how will it function?2 Some of the institutional architecture of EMU has already been confirmed, but important decisions remain to be taken. As yet, the design is incomplete. This paper sets out what we know and what we don't, and evaluates both the consequences of decisions already made and rival proposals for completing the regime design.
