Claiming to be the first comprehensive guide to management analysis (MA), this book seeks to demonstrate how "MA can improve output, productivity, and bottom-line performance." It does not, however, provide a sharp definition of the amorphous profession of management analyst, beyond that of the federal government. It treats its many topics (e.g., "Policy Analysis," "Program Evaluation," "New Developments in Public Administration," and "Organization Productivity") superficially, although occasionally it provides useful insights (e.g., the nature and acceptance of study recommendations). Much of the book is based on its lead author's 1983 dissertation, hence it relies heavily on pre-1980 sources. It is mainly concerned with the federal government setting.
