The COVID-19 pandemic - the ability to survive in its aftermath, the rethinking of development strategies, and the geostrategic shifts in diplomacy - created challenges and opportunities for the world and even more so for the small developing states. The "loop-type" cycle of shocks experienced during the pandemic and continuing, and the disruption shock anticipated by sanctions and economic warfare, along with climate change risks and structural interruptions in supply change management are testing the old paradigms at the limit. These challenges have added complexities to our analysis and policy dictates. This has forced a rethink of how we cope with economic shocks and shifts in politics. Small states face huge challenges in the formulation of growth strategies in the "loop-type" shock cycles. At the same time, the global order is in flux, and the changing geopolitics has opened up strategic shifts in diplomacy.
