Summary:1846 Report of the House Committee of Privileges and Elections regarding the memorial of Lemuel J. Bowden, objecting to the election of William Howard as delegate of York and James City and the City of Williamsburg. After reviewing the evidence and determining which votes were illegal, the committee concluded that the votes for both were the same. Of note, the committee did not resolve the tie within the report.
