Summary:A Michigan House Committee on Indian Affairs about "the present condition and the future prospects of the Indians of Michigan, and in connection therewith, their relation to the State, and the various means resorted to for their civilization and improvement." The report indicates that "'civilized male inhabitant of Indian descent, a native of the United States, and not member of any tribe,' is an elector," but notes the difficulties of determining who is a member of a tribe, and the lack of standards to determine who is civilized. The report gives information on missionary efforts, education, removal efforts, and other historical information. Included are communications from J. Logan Chipman (pages 7-22), N.T. Strong (Chief of the Seneca Indians, sent from the Cattaraugus Reservation) (pages 23-30), and H.C. Gilbert (Indian Agent) (pages 31-35). The report indicates that three tribes were consulted: Chippewas, Ottowas, and Pottowatamies.
