Itō Chūta is an architect. During the WW I, he made 500 woodcut prints caricature cartoons for his own amusement. Had no intention of publishing these prints but when he showed to his friend Arashida Eisuke, the owner of Kokusui shuppansha, he highly recommended publishing these prints. Sugimura, who was a newspaper reporter, gathered well-known people to write a comment on each of his prints.
Signed as 杉村廣太郎 with 楚人冠 red stamp below his signature in colophon. 杉村楚人冠 is his pen name.

Summary:100 color woodcut prints in each volumes totalling 500 prints. Each page contains half page woodcut print illustration and a satirical commentary. End of each volume contains the list of illustration's titles and the names of the commentator. The theme of these pictures are the world situation at that time when the WW I was about to start. Each country in the world is depicted as a demon, an animal, or a comic figure to interpret the situation, speculation etc. between countries.
