This slim book fills a void in the literature on NAFTA in two respects. First, it gives nearly equal attention to the US, Mexico, and Canada. Second, it provides detailed descriptions of NAFTA's implementation procedures. The first chapter surveys computable general equilibrium (CGE) models of NAFTA and is particularly valuable for its list of references and its organization of the NAFTA CGE literature. Chapter 2 addresses US labor adjustment issues and programs. Chapter 3 examines environmental issues; the author compares NAFTA with GATT and the European Union. This chapter has a great deal of legal detail (perhaps too much), but it provides an outstanding discussion of NAFTA'S dispute resolution mechanism. The final five chapters consider the historic and political context of NAFTA in each of the three countries, focusing particularly on each country's concerns about NAFTA. The book is at its weakest when making predictions, most of which the authors state without support (except in chapter 1). The book is at its best when describing NAFTA's legal and implementation details and the Canadian and Mexican perspectives that are so often lacking in the literature.
