This two-part report surveys the AIDS research programs of the National Institute on Alcohol Abuse and Alcoholism (NIAAA), National Institute on Drug Abuse (NIDA), and National Institute of Mental Health (NIMH). The first part includes a general introduction to the report and its organization; a review of the extent of knowledge about the range and contexts of sexual and substance-using behaviors by which HIV is transmitted; a review of the neurobiological, psychological, and social determinants of HIV risk behavior as well as an examination of the application of that basic knowledge to interventions directed at changing behavior; and the relationship between HIV, the brain, and behavior. The second part is devoted to a discussion of the specific AIDS programs of NIAAA, NIDA, and NIMH. Information is provided about the context in which the institutes' AIDS programs have been operating and presents the committee's assessment of their actual AIDS programs. Throughout the report, the committee makes a number of recommendations related to advancing the scientific agenda and improving the management of AIDS research at the institutes.
