Summary:Explains why Hungary, which jumped into international trade a decade before her eastern European neighbors, ended the 1980s with one of the largest foreign debts, difficulty obtaining funds from international credit institutions, and deteriorating exports. Among the factors cited are the management of foreign debt, industrial and trade policy, the behavior of commercial banks, and protectionist trade practices by the West.
