The editors of this volume bring together timely descriptions of the most controversial issues facing environmental policy makers today. Sections on risk assessment, regulatory approaches, environmental equity and justice, public versus private control of federal lands, free trade, and environmental security are constructed to present both sides of an issue, using ideas from standard microeconomic theory, public choice theory, political science, and environmental studies. The relevant economic theory is presented in a nontechnical fashion, and the criticism of standard economic approaches to environmental policy making is thought-provoking. Throughout the volume, contributors emphasize sustainable development, and how each individual topic increases the reader's understanding of sustainability. The two most notable sections concern environmental equity and trade liberalization; they delve into the heart of sustainable development and offer a global perspective on the issue. This work would make an excellent addition to any collection serving general readers, practitioners, or undergraduate students at all levels. It would also be useful as a supplement to standard environmental economics or policy courses. B. J. Peterson; Manchester College
