This report is a thorough reference regarding the current state of managed care in the area of mental health and substance abuse and sets forth the need for and recommendations for achieving quality care for those seeking mental illness and substance abuse services. A summary of the manner in which the study was conducted and highlights of the findings and recommendations are included in the first chapter. The last chapter summarizes the findings on which the stated recommendations were made. The book includes a glossary of terms, biographies of the committee members, and the names of the many individuals and organizations who were involved in the public workshops to collect this information. In the appendixes are two articles on research regarding outcome measures. The committee conducting this study acknowledges the many controversies in the mental health system regarding terminology and philosophies of treatment.
