With the onset of major legislative changes in welfare and training programs in the US, this volume is very welcome for its exploration of the "effects of current programs on earning and employment," and its recommendations for programs and methods of evaluating their effectiveness. Of particular interest are chapters discussing the training and employment of those moving from welfare to work under the new welfare law. Also, the chapter on customized training for employers informs readers about a program that trains participants for job specifications set by employers for existing jobs. In addition, separate chapters cover programs for dislocated workers and for out-of-school youth. The book does not include any theoretical or economic rate-of-return analysis, e.g., is there a higher return on investment in training than might be expected from investment in education? This very comprehensive, in-depth study of publicly funded training programs clearly belongs in every public policy collection. The authors, who have very impressive research and publication backgrounds, have produced a very significant work of interest to students and scholars alike.
