Karash's book on space policy is based on the his Ph.D. dissertation, written at American University in Washington, DC, and completed in 1997. It traces the roots of collaboration between the US and the Soviet Union since President Kennedy in 1963 proposed that the two countries, and, indeed all the countries of the world, should collaborate in the conquest of space. The Khrushchev and Brezhnev periods of cooperation with President Johnson are traced in conjunction with descriptions of the political climate in the Soviet Union. The Apollo-Soyuz environment of detente is dealt with in a highly competent manner. The International Space Station Project is discussed extensively. Karash brings the reader up to modern times and treats effects of the economic collapse of Russia and the problems this causes with space cooperation. The author ends with five specific recommendations in the chapter "Lessons and Perspectives". Recommended to libraries serving programs in space policy, international relations, or technology policy.
