Hooker (Univ. of Reading, UK) argues that his rule-consequentialist theory of ethics can be defended against many likely objections. Hooker claims that similar to the rival utilitarianism--another prominent theory--his superior argument uses impartial and justified rules that bring about the greater good. He begins by assessing criteria for a moral theory, i.e., the best rules to promote well-being, fairness, equality, just desert, and justice. His argument then develops from metatheory into theory and is defended by numerous useful examples, hypothetical and real. Hooker's analysis of famine and needy countries is especially interesting. He concludes with extended discussions of the permission of euthanasia and shows how rule-consequentialism addresses both voluntary and involuntary deaths. He points out that consequentialism is not new, but his formulation is new, and that it does not slip into the "act" version of the theory. Hooker's writing is very concise and clear, yet technical. He demonstrates a wide knowledge of ethical theory. Scholarly and closely argued. Includes 17 pages of bibliography. Recommended to specialists for research. M. P. Maller Columbia College Chicago
