Although Switzer's work might otherwise have become part of the expanding field of disability studies, the potential for this contribution seemed to be undermined by her conclusion that the forces supporting the disability rights movement and the Americans with Disabilities Act are "unlikely to have the same opportunity again." The reasons reflect Switzer's failure to accept--or even to mention--the minority group model of disability or to move beyond the disciplinary boundaries of political science. These flaws are accentuated by other minor mistakes, unwise selection of information, and an awkward addendum on recent court cases and events. Despite the author's claims, the disability rights movement is not dead yet, and the principal book on disability policy remains to be written. ^BSumming Up: Recommended.
