Summary:Knowledge and skill are seen to have an increasingly important role in improving the economic and social conditions of countries but investment in such human capital is unlikely to be successful unless programmes are designed to meet desired objectives. To make sure that this happens, countries need to pay attention to international comparisons. To make sure comparative statistics were reliable 11 countries (Argentina, Brazil, Chile, China, India, Indonesia, Jordan, Malaysia, the Philippines, the Russian Federation and Thailand) started the World Education Indicators programme in 1997. This is the third report of the programme and it is in three sections: investing in human capital and returns; public and private roles in education; country profiles.
