Summary: | Social policy is often disparaged as being a burden on society, undermining the entrepreneurial spirit, discouraging work and savings, and fostering dependency on the state. However, this publication shows that well-designed social protection policies can play an positive role in sustaining social development that benefits all of society. However, to fulfil its potential, effective social policy must to be forward-looking to deal with the emerging challenges of the 21st century and to recognise new needs of individuals and families and the constraints on their functioning. The report promotes the concept of active social policies and highlights the importance of broadening the roles played by individuals and employers, trade unions and social service providers within a more ambitious social protection system.
