Hufbauer and Schott (both senior fellows, Institute for International Economics) provide a thorough evaluation of the North America Free Trade Agreement (NAFTA) ten years after implementation. Authors of two earlier books on NAFTA, North American Free Trade: Issues and Recommendations (CH, Sep'92, 30-0407) and North American Free Trade: An Assessment (CH, Sep'93, 31-0417), they use the present volume to summarize the economic analysis of NAFTA's effects and to shine light on selected policy concerns. Written for an educated lay audience, policy makers, and economists, the book sifts through the debates and data to provide a comprehensive assessment. Separate chapters are devoted to labor and the environment, issues that formed the core of the political debate over NAFTA. Two chapters are devoted to the problematic issues of dispute resolution and agriculture, and one chapter covers the highly integrated auto sector. Migration and energy are discussed in separate chapters, and a final chapter concludes with their overall recommendations. This is an excellent introduction to the economics of the agreement and will serve as a useful reference for those seeking to learn more about NAFTA. ^BSumming Up: Highly recommended.
