Summary:Charged by the Pope in 1783 with alleviating conditions in Rome and the outlying areas, Cacherano proposed dramatically altering the land and population distribution throughout the Papal States by transforming the undeveloped and sparsely populated countryside into an elaborate system of agricultural parishes, functioning as satellites of the cities.
