This work came about through a NIMH grant to Lawson to study tenant movements in New York. First of a projected two-volume study (the second will be primarily sociological in orientation) it is a historical work consisting of five essays preceded by a short pictorial history. The essays are arranged chronologically: preWW I (19041916); postWW I (19191929); the Great Depression (19301943); the liberal city (19431971); and the urban housing crisis (19701984). Contributed by different authors, the essays vary in length (more than one half of the book is devoted to the last two essays), in topics discussed, and in style. All, however, are sympathetic to renters. The volume contains much data of general interest, but suffers from a lack of integration, because of multiple authorship. This might have been remedied by a summary or concluding chapter. College, university, and public libraries.-D.W. Hoover, Ball State University
