Rosenblum follows a hasty historical once-over with a slightly closer look at the launching and early career of a particular tug, relying on his busy line drawings of tugs, ships, and harbors to carry most of the load. But just as the text fails to focus on enlivening specifics, the drawings, which seem detailed at first glance, don't really give you much to look at.
