The late Paul Wilkinson's revised third edition includes an assessment of the war on terror. Readers will benefit greatly from his deep expertise on terrorism. Wilkinson (emer., Univ. of St. Andrews, UK) provides a most historically contextualized discussion of strategic aspects of terrorism. This book is an antidote to many of the works of the past ten years that ignore the classic literature of the field. Contemporary challenges from the al Qaeda network are presented alongside other domestic threats, with astute assessments of alternative policy responses, including negotiation, diplomacy, criminal justice, and military operations. In the end, Wilkinson advocates that democracies reaffirm and follow rule of law and broad human rights protections to provide a courageous, effective response. His strategy includes aggressive use of the criminal justice system and prosecution, persecution of state sponsors, and refusal to allow terrorist acts to spoil conflict resolution: countries should never surrender or concede to terrorist demands.
