In her foreword, Jessup states that her guide "is designed to lead its readers through. . .environmental hoops with as little hoopla as possible. Each state-specific chapter is packed with practical information on the hows, whats and wherefores of state regulatory programs." This volume on state environmental legislation and programs complements BNA's U.S. Environmental Laws (1986) or Environmental Statutes (annual, 1979- ) published by Government Institutes, Inc. Environmental law is complicated by the existence of federal statutes and state interpretations of related issues. Jessup treats such federal laws and programs as the Clean Air Act, Clean Water Act, groundwater protection, Corps of Engineers water-protection programs, Resource Conservation and Recovery Act, SARA Title III Spill Reporting, and Coastal Zone Protection. Also included are an alphabetical roster of state programs, appendixes of federal and state directories, and a brief bibliography of related directories. Statements of current state environmental programs and how they are administered are difficult to find elsewhere. Brief historical reviews for each state are useful for students of environmental impact and law or citizens seeking information about programs in other states. The style is clear and crisp. Volumes that will complement Jessup's are: C.R. Nyberg's Subject Compilations of State Laws 1979-1983: Research Guide and Annotated Bibliography (CH, May '85) and L. Foster and C.
