Summary:Provides brief background on the Miranda rights, which are constitutional guidelines for law enforcement agencies to follow when conducting custodial interrogations, including the requirement that police inform suspects of their Fifth Amendment right to remain silent and their Sixth Amendment right to an attorney. Examines extent to which Miranda rights apply to terrorism suspects, including the public safety exception, Miranda rights overseas, and Miranda and the military justice system; and reviews cases in which Supreme Court declared inadmissible confessions extracted during a period of unnecessary delay. Outlines enacted and proposed legislation in the 111th Congress.
