Summary:Describes major provisions of the Medicare Prescription Drug, Improvement, and Modernization Act of 2003, which establishes an outpatient prescription drug benefit for Medicare beneficiaries and institutes miscellaneous reforms in the Medicare program. Explains provisions regarding establishment of a voluntary prescription drug benefit program and a Medicare prescription drug discount card, the Medicare Advantage program, cost containment, and administration of Medicare Part C and Part D. Examines appeals, regulatory, and contracting provisions of the Act, and discusses provisions affecting Medicare fee-for-service program payments, demonstration projects, beneficiary cost-sharing amounts, covered benefits, Medicaid and miscellaneous provisions, and tax incentives for health and retirement security.
