Summary:Examines legislative ban on physician "self-referrals," which occur when physicians refer Medicare and Medicaid patients to medical facilities in which they have a financial interest, and summarizes current self-referral law and regulations. Discusses provisions barring physician self-referral arrangements in the Omnibus Budget Reconciliation Acts of 1989 and 1993 and the Medicare Prescription Drug, Improvement, and Modernization Act of 2003, activities in the 104th Congress, issues relating to specialty hospitals, implementing regulations for the self-referral ban, other anti-fraud provisions, and pending changes.
