Summary:	Provides overview of prior Federal judicial treatment of the Second Amendment. Examines District of Columbia v. Heller, regarding whether D.C. firearms laws violated Second Amendment rights of individuals who were not affiliated with any State-regulated militia, but who wished to keep handguns and other firearms for private use in their homes. Examines Supreme Court ruling that the Constitution protects an individual right to possess a firearm, irrespective of service in a militia, and to use that arm for traditionally lawful purposes, such as self-defense within the home. Analyzes D.C. City Council response to the holding in Heller, legislative responses thereto; and considers impact of Supreme Court ruling at Federal, State, and local level.
