Summary: | City government official Joan F. Small was born on September 12, 1941 in Chicago, Illinois. She earned her B.A. degree in psychology and social work from Roosevelt University in 1964. Small was hired at the Cook County Department of Public Aid in 1964 as a caseworker and worked in public housing at the Robert Taylor Homes. In 1969, she became a member of the administrative staff of Metropolitan Family Services, and, in 1988, she was appointed as the first deputy commissioner for the Chicago Department of Cultural Affairs by Mayor Richard M. Daley. While commissioner, she served as the department liaison to the mayor's office for key governmental functions and legislative issues. Small also served as a member of Know Your Chicago and the Chicago chapter of The Links Inc. Small's board affiliations included the women's board of The Goodman Theatre, International Visitors Center of Chicago, and the Advisory Board of the Chicago Symphony Orchestra.
