Summary: | Judge Andre M. Davis was born on February 11, 1949 in Baltimore, Maryland. He received his B.A. degree in American history from the University of Pennsylvania and his J.D. degree from the University of Maryland School of Law in 1978. Davis clerked for Judges Frank A. Kaufman and Francis D. Murnaghan, Jr., before serving as an appellate attorney for the U.S. Department of Justice, an assistant U.S. attorney for the District of Maryland. He was also professor at the University of Maryland School of Law. In 1987, Davis served on the bench of the District Court of Maryland for Baltimore City. He was appointed associate judge for the Circuit Court for Baltimore City in 1990. In 1995, President Bill Clinton appointed Davis to the U.S. District Court for the District of Maryland. President Barack Obama nominated Davis to the U.S. Court of Appeals for the Fourth Circuit in 2009.
