Summary: | 1. Mali's fifth PRGF arrangement was approved in the context of the 2008 food and fuel crisis. Previous arrangements had sought to strengthen the country's public finances and support a broad range of structural reforms. Considerable progress was made: the tax-to-GDP ratio rose from 9.2 percent in 1995 to 14.2 percent in 2007, with public financial management capacity improving apace, and the basic fiscal balance has seldom been far from its zero target. Many public enterprises were shifted to private ownership, and advances were made in social security reform and other areas. Yet poverty remains high, and progress toward the Millennium Development Goals is slow. The 2008 PRGF program aims to support the government's efforts to achieve higher rates of growth and reduce poverty in a stable macroeconomic context. The program therefore supports prudent macroeconomic policies and a strengthening of structural reforms to reduce Mali's vulnerability to external and climatic shocks.
