Summary: | The output decline in the Baltics, Russia and the other countries of the former Soviet Union, following the breakdown of central planning and the disintegration of the Union greatly exceeded expectation: average output in 1995 was more than 40 percent below its level five years earlier. The explanations of the output decline in transition countries discussed in the literature, for instance in Mundell (1997), are wide-ranging. According to a number of studies, the decline is mainly a statistical artifact, reflecting coverage and reporting problems. Other explanations emphasize the role of disorganization and corrections to sectoral misallocation following the breakdown of central planning. Finally, the effects of a credit contraction and reductions in aggregate demand also figure prominently.
