Summary: | 1. The relocation of labor from the state sector to the private sector and the speed of state sector closure are major issues in a rapidly growing theoretical literature on the process of the transition from centrally planned economies to market economies in Central and Eastern Europe. 2 These issues are important because negative consequences of labor relocation, such as the initial decline in output and the increase in unemployment level, could slow down the transition and possibly bring it to a halt. The literature viewed the unemployment pool in transition economies as a primary source of labor for the emerging private sector. The conclusion was that the labor market transition would be characterized either by quickly emerging private sector and low duration of unemployment or by a slowly emerging private sector and high duration of unemployment.
