Summary:The collective monograph summarizes the results of research carried out by a group of authors within the framework of the three-year RFBR project Nr. 18-05-00600 "A new theory of the development of the Arctic and the North: multi-scale interdisciplinary synthesis." This is the formation of new theoretical concepts for an adequate understanding of the essence of the modern process of economic development of the Arctic and the North; the results of expeditionary surveys of key a as in the Russian Arctic, in which the features of new development a most clearly manifested; analysis of new economic development projects implemented by Russian companies in the Arctic over the past two decades. The new theory of economic development of the Russian Arctic is created as the result of constructive synthesis of the achievements of the Soviet developmental school, the American school of the frontier, concepts and paradigms of modern regional science (growth poles, peripheral innovation system, regional clusters/ industrial regions, etc.). The modern high-tech process of developing Arctic resources is based on a platform model of business organization, the key features of which are compactness, isolation, rotation, water logistics of projects for the development of the shelf and the Arctic coast. Analysis of new projects that are being deployed in the Russian Arctic revealed the presence of greenfield projects "from scratch" and brownfield projects based on the infrastructure created during the period of Soviet development. They fundamentally differ in the degree of spatial localization, "sea-wardness", and social rootedness. Within greenfield projects, one can distinguish post-industrial projects, which largely rely on artificial intelligence technologies, and more traditional ones, based on a network of stationary settlements and a southern overland scheme for the export of extracted resources. The realities of the modern development of the Arctic demonstrate on the one hand, a previously impossible level of efficiency of production processes; on the other hand, numerous social costs for the production area from new technological solutions. In this regard, the main direction of state policy should be a more active impact on the economic behavior of resource corporations in the Arctic, ideally the formation of public regulations for the behavior of state-owned and private companies, with measures and mechanisms that compensate and neutralize the costs of social exclusion and extraterritoriality. The book is addressed to all those who are interested in the problems of the modern development of the Russian Arctic: employees of federal, regional and municipal executive and legislative authorities, teachers, students and graduate students of Russian universities, representatives of non-profit organizations, small and medium-sized businesses, the expert community of Russia.
