Draft; reports in consequence of the capture of some British vessels on the North West coast of America by an officer commanding two Spanish ships of war, the King thought it proper to take measures for augmenting his forces; should put islands in a state of defence, although thinks it does not seem probable that any attack will be made in the course of the present year by the Spanish, on any of the limits within Mathew's command, unless they should induce the French to take an immediate part in the war; stresses the importance of gaining and transmitting to him intelligence regarding the naval and military force and preparation of the Spanish and French in the West Indies. Draft; transmits copy of a note from the Count de Florida Blanca to His Majesty's Minister at the Court of Madrid, on subject of the protection given to 'runaway Negroes' [escaped enslaved persons] in the Spanish colonies; reports that the present state of the discussions between the two courts renders it impossible that any further steps should, under the existing circumstances, be taken on this subject, but if a more favourable occasion should occur for discussing it, will be extremely material that he should be given an authentic copy of the proclamation, and also with such particular instances, as may show the actual existence of the 'mischiefs' represented to have taken place; states he will observe that Count Florida Blanca's answer denies that any new law or ordinance has been made on this subject and seems to call in doubt the fact of any such having been put into practice by the Governor of Trinidad. Campbell; M. Scott; Munro McDowall & Co; Jn. Garraway; Rond & Proctor; George Robertson & Co. ; Willm. Bird; John C. Coxall; Shand & Cruden; H. William Young; parish returns of births, marriages, and burials give overall figures and also enclose copies of details of baptisms with names of people baptised, parents and occupations such as 'Page 23 No. 92 Ann natural Daughter of Joseph Marryat Esqr. Merchant in Grenville was baptised on the 28th Day of March 1788 Thos. May Rector'; Carriacou return extracted from the parish register gives details of christenings, marriages, and burials including: 'Betsey Ann, Daughter of Alexander Turnbull, was baptised the 6th Day of Decr. 1789'; 'Sally, a free Negroe Woman, was buried the 6th Day of February 1789. Draft; force in Barbados in event of a war with Spain; King wants to direct that 13th and 15th Regiments now embarked at Cork on board three 44-gun ships should immediately proceed to Barbados; refers to desire that 'a number of people of colour to the amount of 700 or 1000 men, should be embodied either in a separate Corps, or which might perhaps be better, as additional Companies, one to be attached to each of the different Regiments serving in the West Indies.
The utility of a body of men of this description particularly with a view to preserving the health of the European Troops when on service is likely to be so very great that I cannot too strongly recommend it to your attention to endeavour to find some practicable mode of carrying this idea into execution'; reports Governor Parry seemed to think Barbados had facilities for this plan and that 'perhaps it might be not be impossible in order to supply the deficiency of free Negroes and mulattoes, if there cannot be had in sufficient numbers to induce the planters in the different Islands to contribute Negroes for this purpose as an aid to Government' but if this was impractical King would not disapprove of them purchasing enslaved persons; states that he is aware of difficulties but the advantages appear to be great 'both as a substantial augmentation of effective force, and as affording the means of preserving the lives of the British soldiers'.
