Notes:"If, in the past, any real conflict of interest existed between the eastern and western portions of the state, the same has been obliterated by the events of the war, and there is no good reason why the people of both states should not be re-united and live together again under the flag of the "Old Domonion," as children of the same illustrious ancestry, and heirs of a common state renown."--Majority report (page 27).
"But poor and humiliated as the good old mother of us all may be, she is not yet so poor but that there are some (and the undersigned claim to be of that number) "who will still do her reverence;" and they earnestly protest against her further humiliation by inviting back those who, without just cause, have become a separate, independent, prosperous and perhaps an alienated people, until they shall manifest in some formal manner a disposiĀ­tion for a re-union."--Minority report (page 28).

Summary:Joint report of the Select Committee on the "re-union" of the State and the Committee of Finance regarding the appointment of commissions to negotiate with the West Virginia government on its proportion of the public debt of Virginia. The majority report also sought reunification; the minority wished to postpone reunification discussions until West Virginia indicated a willingness to do so.
