Summary:"The standing committee on New Counties, to whom was referred the petitions of citizens residing in the counties of Athens and Washington, praying the erection of a New county, to be called Chester, together with the remonstrances against the erection of the same, have had the subject under consideration, and report: That they believe the erection of a new county, as set forth in the petitions, with such alterations in the proposed boundaries, as to avoid dividing sundry townships, would conduce to the conveniences of the inhabitants residing within the limits of the same, many of whom reside at a remote distance from the seats of Justice of Athens and Washington counties."--Page 1.
