Summary:Governor Thomas' statements regarding two cases which involved the re-capture of fugitive slaves, one in New York and the other in Pennsylvania. Of note, in the latter case, a Maryland citizen was arrested for kidnapping an enslaved person, who was a fugitive. In both instances the governor supported the right to recapture enslaved persons that had escaped to the Northern states.
