The report is addressed to the Speaker and members of the House of Representatives of the State of Louisiana, and is signed by George W. Green, Chairman. A report of the state engineer, dated Feb. 14th, 1867, is signed by Will. A. Freret, State Engineer. The report also includes specifications for improvements with sections about excavation, dredging, shell road, carpenter, bridges and toll-gates, and general clauses.
"I am instructed by the Committee on Public Works, Lands and Levees to report back House Bill No. 6, entitled 'An Act to authorize the widening and enlarging the New Canal and Basin,' favorably, by a substitute. This Act, which so largely effects the commercial interest and prosperity of this city, and as a necessary consequence that of the State, has engaged the most serious and mature deliberations of the Committee. They do not deem it, therefore, altogether inappropriate to present to the House some of the reasons which have induced them to this conclusion. By the terms of the charter of the New Orleans Canal and Banking Company, these works reverted to the State on the 4th March last. By the terms of that charter, the Bank was under obligations to surrender these works in good order and condition. At the extra session of the Legislature in 1865, the Committee to whom was referred the subject of leasing the Canal and Shell Road, found the same very much out of repair, and not in the condition in which they thought the charter required the Bank to deliver them. With the view of obtaining official and reliable information as to the costs of these necessary repairs, the Committee asked, and obtained of the Legislature, the passage of a joint resolution, approved December 22d, 1865, by which 'the State Engineer was directed to make a full and careful examination and survey of the Canal and Shell Road and other works, belonging to the New Orleans Canal and Banking Company, which was to revert to the State on the 5th of March, 1866.' This survey was subsequently made, and copy thereof, together with a communication from the State Engineer of date January 18, 1866, was by that officer submitted to His Excellency, the Governor of the State."--Page [3].
