Long-term conflicts in South Asia--India-Pakistan, the civil war in Sri Lanka, the Marxist rebellion in Nepal--and the more recent war on terrorism in Afghanistan all highlight the need for peace in the region. This work is the product of a 1999 conference sponsored by the Konrad Adenauer Foundation, which examined approaches to these conflicts. The contributors are all professionals from South Asia and include academics and policy analysts. The first section delineates the theoretical concepts of conflict resolution in a South Asian context, while the second explores the regional approach to reconciliation and conflict resolution. The final section then presents six case studies to test the concepts and the approach. The case studies include a look at civil societies in India and Pakistan and their receptiveness to peace overtures, the possibility of ethnic compromise in Sri Lanka, ethnic accords in Northeastern India, ethnic tensions in the Darjeeling area, negotiations on the Indus Waters Treaty, and the "line of control" in Kashmir. The contributors juggle the tasks of academic analysis and policy advocacy and present convincing cases for their recommended courses of action toward peace in these conflicts.
