Illinois Executive Order 3 (effective July 1, 2005) changed the way state employee benefits were administered. Procurement functions were transferred to the Illinois Dept. of Healthcare and Family Services (DHFS). The Department of Central Management Services (CMS) continued to administer and manage member services such as premium collection, inquiries and complaints.
